Your council tax bill explained

This is split into three precepts:

  • Cornwall Council
  • Devon & Cornwall Police
  • Town & Parish Councils

As a town council we do our best to limit our increase but in order to meet the needs of Hayle’s community, our precept has shifted for 2025 – 2026. Following last year’s significant increase in the precept, we were mindful to keep this year’s increase to a minimum while maintaining the delivery of our services, support our community and plan for the town’s future.

What does this mean for you?

A local council’s precept is a requirement for an amount of council tax to be collected by the billing authority in order to cover spending on service delivery within the community.

The net effect is an increase in the overall precept of 12.15%.
This equates to £27.83 per annum for a Band D property.

 

How does Hayle compare to other towns?

 

 

Careful budgeting over the last few years has allowed the town council to use the precept funding to continue to provide many services via the devolution process. Without this, some of our assets would have otherwise been lost to the town. Such as:

  • the library
  • CCTV
  • public conveniences
  • maintenance of footpaths
  • maintaining our open spaces like the Outdoor Swimming Pool, Hayle Recreation Ground and King George V Memorial Walk

We continue to collaborate with and support several groups and organisations in the town annually:

  • Hayle Day Care Centre
  • Hayle in Bloom
  • Hayle Decorative Lights
  • Hayle Youth Project
  • Friends of the Towans

We have also increased the Small Grants and Donations pot from £3,000 to £5,000 to enable us to support more local organisations and clubs.

We have been working hard to raise the profile of the town by introducing new events and projects. To deliver even more for the community to enjoy, our civic and community events amount has increased slightly to include additional support to the management team. As a result, we aim to obtain more funding, improve facilities and host more events in Hayle.

Creating a Civic and Community Hub based on the library site remains a priority for the Town Council and to cover the preliminary work, we have built in an additional amount to the precept.

We have also had to factor in the increased National Insurance Contributions that were brought in with the Autumn budget, resulting in a significant impact on our staffing budgets.

Additionally, we have secured new maintenance and cleaning contracts which have also come in at a higher price, to meet the contractors’ growing costs.
